Can you catch smelts in the Miramichi river during winter, and do you need a licence.

wow, no one has responded to this? If you are in what would be considered the tidal waters, no license required. here's a link to the 2017 NB gov ice fishing regs:

I don't see why there wouldn't be any smelt there.

No smelts cought at the Red Bank bridge. Some tomcod and lots of chub.
